I figured out the Garrison Bug happens in Castles because the project " Castallan's Castle" is giving militia a +100 Boost by mistake. I see a hotfix coming soon!

Why Huge Garrisons of over 2000 militia are a good thing!
So the recent beta patch 1.4 brought alot of good changes but also alot
of bugs, one big one being that some castle and town garrisons
have a huge amount of militia.
I know this is a bug that has to do with the increase of food capacity
in patch 1.4 and the recent 1.3 hotfix that helped AI lords balance
their fief and garrison better.
Now i personally think this bug would actually be a good concept, will
need some reworking but it makes sense.
Currently garrisons fluctuate between 400-600 defenders at a good town
and about 250-350 defenders at a good castle.
These are good numbers until you start to have alot of clans in your
own kingdom and every army you start has 1200+ troops.
Then all these "good towns and castles" become way to easy to take
and in one war, you can take over a huge amount of land.
But if this 2000 militia bug was part of the actual game, then there
would be castles and towns you can take and ones you have to wait
until very late game to actually try.
This will extend the game time, force you to grind harder and make
more clans join you so you can make a big enough army to deal with
huge settlements like this.
Also early game when you start taking fiefs, you will have to think
more and make sure you do not take fiefs right next to these huge
garrisoned towns or castle.
Overall i think if they made bigger towsns and castles, i would
not be against it and it would make the game more enjoyable in the
long run.
