Windows Jailbreak iOS 13 Update! Ra1nstorm is a clever tool to help (very) advanced users jailbreak iOS 13 without a physical Mac. The kicker is that it actually still REQUIRES macOS, it just helps you with the very advanced setup of creating a linux environment, then installing a macOS VM in said environment, and finally remapping USB IOMMU.
A Windows jailbreak iOS 13 tool is coming in the form of checkra1n, and I recommend that you simply remain patient. The forthcoming windows checkrain utility will be able to jailbreak iOS 13.2.3, iOS 13.3, and lower!
