The reason for the 2nd rule is the Lovely Landscape we were blessed with... I want to keep as much of it as possible while also building upon it... This also applies to not destroying the MAIN village. The Village and the Bridge to the nether Portal are going to be the Main Focus on this world... as such I would prefer them not to be destroyed...
