Gateway control shard is basically a "macro" for warlock gateway. You can use it if your 5 yards away from the gate. It won't work if you're CC'ed.

Also, you can use it on any class as long as there is a gateway. It's sole purpose was to simply ease the use of Warlock Gateway without having to click the gate directly.

The only question is... do you need it? Do you have enough spell slot on your hotbar to add it? :)
