You can follow the instructions below to unlock the framerate.

This is a comparison between the unlocked framerate and the original one.
The unlocked is smoother sometimes. It is more noticeable with the third person view. Anyway, most of the time is very similar to the original, because Skyrim is at the Xbox 360 limits, but the smoothness increment is not negligible.
Pay attention to your gpu temperature. With unlocked version my fat RGH freezes due to thermal issue.

To get the unlocked framerate you have to:
1. You need a RGH modded Xbox 360
2. Take the defaul.xex in your Skyrim folder on the xbox 360, copy and paste it in your PC to uncompress/decrypt it with xextool (follow my tutorial for the decrypting/uncompressing part, here https://youtu.be/W26KD-mntEY)
3. Open the decrypted/uncompressed file in HxD
4. Search for the location 2B3640 (822b7643 in absolute values) and change the 39 60 00 02 in 39 60 00 00 (if you wish to experiment, try to change the last 00 in 01, if you prefer less smoothness, very close to the original 30 fps, but no tearing effect, or in 04 to have 15 fps and see it is the right location to be changed)
NOTE: if you don't find it, be sure you have selected "hex-values" in the research window (CTRL+F) and you don't have a title updated (TU) game or another region game (ex. PAL/NTSC). In both cases, search for 31 6b ff ff 7d 6b 59 10 7d 6b 50 38 48 00 00 10 39 60 00 02 48 00 00 08 39 60 00 01 81 5f 2f e4 55 6b 40 2e 80 9f 00 30 55 4a 4e 7e 81 3f 00 38, that are the rows before, the right and after the one that contains the values to change. They should remain the same also in the TU/different region version.
5. Save the file as you prefer (eg. Skyrim.xex)
6. Copy this file in your folder on the Xbox 360, then start it by file manager or rename in default.xex (after renamed the original one) to start it from the cover in your dashboard
