Welcome to XCOM 2! I wanted to go over a graphics and optimization guide for performance (specifically relating to GTX 970 users, but may help other systems as well)

I want to note though that there does appear to be some FPS drop during some of the action cam sequences as well as the real-time rendered cutscenes - I don't believe this is related to my system, but it's a bit early for me to say for sure. At first look it appears to be minor optimization issues.

I personally didn't feel like it negatively impacted gameplay in any way, but thought it was worth mentioning.

Let's get into the meat and potatoes.

First, My system specs:
Operating System: Windows 10
Intel i7-4790k @ 4.4 GHz
Asus Strix GTX 970 4 GB
8 GB 1600 MHz System Memory (2x4 dual channel)
Installed on a 256 GB SSD

Settings:

Video:
Fullscreen (appears to actually be borderless windowed)
V-sync is disabled (was experiencing some cursor lag and believe it was this causing it)

Custom Preset
Anti-Aliasing FXAA
Ambient Occlusion Tile AO
Decals: All Decals
Shadows: All Shadows
Shadow Quality: Maximum
Texture Detail: Maximum
Filtering: Anisotropic 16x
Depth of Field: Bokeh
Draw Distance: High
Bloom On
Dirty Lens On
Subsurface SCattering On
Screen Space Reflections On

I regularly had approximately 60-70 FPS - but this would drop on occassion down to 45 or so in some of the closer and more detailed camera angles. Because these angles are usually cinematic and controlled by the game, the FPS dip did not feel noticeable to me or cause me to feel like performance wasn't adequate
