After another very difficult mission, Commander JJ hopes to train some rookies while the aliens decide to terrorize some dock workers in this episode of X-Com: Enemy Within.

Injuries are mounting on the roster, so JJ needs to train up some rookies quick or be at risk later in the game. Money is coming in, and the new steam power plant is almost done, but a lack of engineers are going to make JJ miss the next monthly income burst. There is some money left for an Officer's training school and the Commander would like to throw out some more soldiers on every mission, so construction starts on that for now.
