I was never planning on playing this version as I had beaten Enemy Unknown 5 times and did everything there was to do and see in that game. I was set on moving directly to Xcom 2.
I had heard EW was considered DLC on the PC and cast as basically EU but with a few additions .
That is one way to look at it. The other is my take on it:
Xcom Enemy Within is the game Xcom: Enemy Unknown was meant to be. Fantastic additions are abound here:

New soldier design options
Mechanized Soldiers
Bio-Engineered Soldiers
New Council Missions
New Maps
New Multiplayer Content.
And even a mission defending the Xcom base itself.
You gotta love this game!
