After the climactic events of Solaris, Fei is imprisoned for being too much like Grahf. The people of Shevat (Shevatians?) fear their own mistakes of the past and shut Fei in to avoid their own mistakes, which honestly seems reasonable. Fei just obliterated Solaris in like 30 seconds. Shevat has been going at them for centuries and Id just up and destroys the place like it was Tuesday.
