The crossing hallway will have several gunmen, a guy throwing bombs, and a dude holding a couch at the end. Smash them all and press on. In the next hall, two guys on either side, one with a gun, and two SMG wielding jerks will show up at the far end. Use the gun that one of the nearby guys has to drop them quickly. Break down the barrier and you'll fight several more gunmen. Use their guns against them as you continue fighting to the end to the elevator. Your ride up will be interrupted twice by goons. Two you'll beat down, and one you can manhandle your way out of.

At the top of the elevator, head to the far end and through the marked door. It's so weird to hear English and Japanese spoken language in the same scene, but it's time for your duel with Andre Richardson. He's not super strong, but has some fancy moves, so be careful in your fight. When he's down, leave the room. You'll face armored agents in the next room. Make sure you smash the partitions, because they will leave behind two Staminan Sparks, and a Toughness Infinity. There's also a Tauriner Maximum in the chest of drawers near the window, and a Toughness Infinity in the chest near the painting.
