To start this substory, you must first find a familiar man on the ground near the Ropeway Station in Onomichi, he'll ask for a Tonkatsu Bento, the problem is, you can only buy those from Combinis in Kamurocho, so if didn't do that before, you're out of luck until you return there, I met him in Chapter 5 or 6 and could only bring him his Bento in Chapter 11! Also make sure to buy the (Pork) variety of Bento, that's the one he wants.

Doing that starts the substory, which is essentially the Onomichi version of "A Man Rises Up", find Saigo twice in the streets, defeat him and he'll challenge you one last time, defeating him there will end the substory.
