Signed in Athens the Treaty of Accession would go into effect on may 1st 2004 and it increased the membership of the EU by 2/3rds taking the European Union from 15 states to 25. This added 75 million EU citizens taking the total population to around 454 million.

Given the current geopolitical climate it is interesting to note that excluding Cypress, Malta and Slovenia the countries were all former members of USSR dominated Eastern Bloc and four of them, Estonia, Latvia, Lithuania and Poland share a border with the Russian Federation.
