10 Pernambuco, Brazil
Even the bosses of certain places in Brazil are scared of the people, so the most menacing are given keys. They’re called ‘keyholders’ and have the task of controlling the blocks. They are extremely overcrowded and undermanned with only a few guards, while the keyholders have more comfortable cells with private bathrooms, TV’s and even servants. They hold more than 600,000 people in facilities designed for half that figure. As reports tell, 1 guard watches over 31 in Pernambuco, while one ‘semi-open’ facility that houses 2,300 is guarded by only 4.
9 Kamwala, Zambia
More than 500 men and boys are housed in a colonial-era prison built for 80, in Zambia. Some of the boys are only 7 years old. Most of them are unemployed men. Some of them don’t even know what they’re being held for. They’re also not allowed to speak disrespectfully to the captains and be late in line for the two meals of the day.
8 San Pedro, Bolivia
San Pedro, in the Bolivian administrative capital of La Paz is the largest one in the country. The facility occupies an entire city block in the center of La Paz and fronts into a plaza, which almost masks its existence. They have jobs, they can rent a foundation, and children inside roam free. There’s even a childcare center within its walls. The extremely wealthy can renovate their cells, or even build new ones. The luxury cells can go as high as $30,000 dollars. By contrast, in the one-star sections, five men are crammed into tiny hovels. It was meant to house 250 people, these days it holds up to 2,000 men.
7 Kresty, Russia
Kresty used to be one of the most famous facilities in Russia but it’s now abandoned as they were moved to a bigger building. The 930 cells were designed for a little more than 1,000 men but swelled up to 12,000. Antony Tomishko was Russia’s first architect and he was inspired by the English Panopticon. This means that he designed the building in a way that allows all them to be observed by a single watchman without them knowing they were being watched. In Russian history, some monasteries were also converted.
6 Bang Kwang, Thailand
Also known as the ‘Bangkok Hilton’, Bang Kwang is an underfunded and severely overcrowded place that houses both foreign and local people. Built in the 1930s, it was originally supposed to hold no more than 3,500 but now has more than 8,000, most of them staying for at least 25 years. Shackles are also used as a classification form, as every new prisoner must wear them, for the first three months. Only one meal, usually consisting of a bowl of rice and soup, is served each day and other foods must be purchased through the canteen. In order to afford the goods, poor people need to work for the wealthier ones.
5 Sabaneta, Venezuela
3,700 of the country’s locals are packed into Sabaneta, a place built to house no more than 700. Maintaining order has been described as very difficult, with a ratio of about 150 to 1.
4 Gitarama, Rwanda
Housing over 6,000 while designed for only 500, Gitarama is one of the most overcrowded ones in Africa. This place so congested that they sometimes have no option but to stand all night and day. The floors of Gitarama are wet and filled with dirt and the stench can reportedly be felt from a half a mile away.
3 Gotera, El Salvador
El Salvador is the smallest country in Central America and also the most densely populated. It’s estimated that almost 50,000 people in the country belong to the street. The country unites two of the largest bands that have also earned a reputation on the streets of Los Angeles. Gotera is the world’s third most crowded place, with its capacity stretched to almost 350%. In 2016 drastic measures for the prisons in which gang members were detained were implemented - family visitations were eliminated. Sometimes food was given to them in their bare hands and they didn’t receive the care needed for their conditions.
2 Haiti
In several cases, men had even been ordered for release. Haiti’s is said to be 400 per cent over its capacity, with almost 4,000 being held in pre-trial cells. The men sit crammed into tiny cells for hours, often without access to a toilet. Many prisoners reportedly appear to be malnourished.
1 Quezon City Jail, Philippines
Despite being built to house only 800 people, a study shows there are over 3,000 between its walls. Built a few miles away from the city jail, Quezon City Annex also stopped taking new arrivals after its build capacity of 300 people reached almost 1,000.
