So as you probably know the only place to find Ralts in 3rd generation of pokemon games is Route 102, what you maybe didn't know is that odds of finding 1 are only 4% (1/25 encounters). Of course that the place to find Ralts will be the same in which Wally found his. If you don't want to trade Ralts to some other gen game then it isn't important if it's male or female (maybe it's importnat for you, but not for the game). The reason for this is that Gallade arrives in gen 4 and doesn't exist in gen 3, so no matter what gender your Ralts is in gen 3 it will first become Kirlia at lv 20 and Gardevoir at lv 30.
