So as you can guess this video will help you get coin case in 3rd generation of pokemon games. Lady not far from Game Corner will say that she whishes that she had a bike, because she could go to Slateport and buy herself a Harbor mail but alas she doesn't have 1. Luckily you have bike and even if not you have working legs that can bring you to Slateport and there you buy the famous Harbor Mail. When you come back she will ask you to trade Harbor mail for her Coin Case, of course you will do that because that's the whole point of the story and you don't need Harbor mail at all.
