Why is Exp. Share (all) so bad in gen 1?

In gen 1 there wasn't Exp. Share but Exp, All that was much worse. To get Exp. All you need to have 50 different kind of pokemon, when you do 1 of Prof. Oak's aide (in Route 15) will give you Exp. All. Why is it so bad in gen 1? The answer is because pokemon couldn't hold items back in gen 1, so instead only 2 pokemon getting exp (the 1 that fights and the 1 that holds Exp. Share) with Exp. All every pokemon gets exp, even those that are lv 100, you could stop this by having only 2 pokemon while you train, then exp would split between them. Even if not good as in later generations Exp. All was still great way to train some pokemon, specially those that didn't have good hurting attacks like Magikarp or Abra.
