Well geez, doesn't he look familiar.
As I mentioned to long-time viewer Ziggykick, many of the people who worked on the first Virtua Fighter left Sega to work for Namco, and ended up working on the Tekken series. And holy shit does it show, particularly in the prototype version of Akira and this never before seen character, Jeff. Jeff might look a touch familiar. That's because he's pretty obviously the inspiration for Jack in the Tekken series, looking in particular remarkably like Prototype Jack in Tekken 2.
As with the other prototype characters, Jeff only has a basic moveset, and suffers from some faulty collision detection. In particular, he can't do a pounce attack, which is quite a hindrance to him and the other characters. As a result, he's more of a novelty to play as, but still ultimately an important and surprising development for fighting game history. Given that Japanese gaming companies are usually pretty secretive about their developments and practices, having a bold, obvious example of an inspiration of the Tekken series, in its own competing series, is just an amazing thing to see.
