A friend of mine let me test the Arkanoid ROD board in his cabinet and it worked! We didn't need to adjust the monitor at all. Do note that Arkanoid is a vertical game and his cab has a horizontal monitor, so that's why it's sideways.

Apparently there's something with the video output of this board that my test rig LCD just doesn't like. I've run several other games on the test rig and haven't seen any issues before this, so I'm not sure what the cause is. As suggested in a comment on the original video, looking at the output on a scope might tell me something but I don't have one available.
