Army Racer by 576 media / IncaGold / SoftPlanet, 2005.
This is practically just a reskinned version of 576 media's previous game, Road To Fame. Like that game, in includes a Peugeot 206 WRC, and like that game, it's not really a rally game.
The difference on this one is that you race around army bases as tracks. And that's it! Everything else is pretty much identical; many of the cars, the upgrades, the graphics, the sound, the overly-twitchy-don't-use-the-handbrake-or-you'll-flip handling, etc.
Another one to avoid; though at least the unique racing environments help this one to (marginally) stand out from it's predecessor. Still, another one to avoid!
