I only showed half the locales for this quest since the other two are fairly low level. Desolace area has level 34-36's near it, and Stranglethorn Vale's savage coast can be done on the northern side near the level 35's. Swamp of Sorrow and Feralas are a whole different animal though. If you attempt to catch the legendary fish there at 35-36, you'd better be good at sneaking by mobs. Be patient, wait until they turn around and learn to strafe jump if you do get aggro. Better than getting dazed which is a death sentence. Keep in mind, you have to be in the area it says in the quest log. It should say as much beside your mini map. No other place will work. The feralas one is right beside a horde camp, so be careful and don't stay on the road. The SoS one has 42-45 dragons patrolling all over the place before the coast. Once you're on the coast though, it's easy with neutrals all over the coastline.

This was made purely for fun. It's silly, good fun, and was a blast making it. Hope someone finds it funny.
