When you first start playing Atomfall, the gun combat can be frustrating and a little underwhelming. There's not enough ammo, the weapons are all rusty, there's no scopes, and it's like the game doesn't want you to play that way.
The truth is that the gunplay in Atomfall is excellent, it's just that it's closer to that of Resident Evil than Fallout or Stalker.
In Atomfall you need to conserve ammo by going for accurate head-shots, but also really mix up the weapons and gear you use in combat - start with med buffs and pain-killers to reduce incoming damage, throw a grenade or molotov, engage with your rifle, then kick back enemies that get too close, and switch to your pistol or Melee Weapons.
Later in the game you will get a bigger choice of weapons and the ability to craft pristine guns, but your ammo-carrying & weapon carrying capacity is always limited, forcing you to decide what you want to take with you and what you want leave behind.
