Lethe didn't do as well as you would think a fast cat would do in this series (Looks at Lyre) and the main reasoning behind it was because of her lack of Skl. Before the patch, she had only 46 Skl along with average to below average Lck. This made her hit rates putrid against a lot of units including some units who don't even have decent avoid. So, in the patch, she was given an extra 8 Skl, or more accurately, 16 Hit. While she does still have some issues with hitting many of the units, the boost to her hit rates really helped her out with giving her more chances to proc Rend, her main win-con. So, the description of what her build was last time, a lesser Lyre with more bulk, is more or less the same now, just with some extra accuracy. The thing that she has over Lyre is really just the bulk that she has which forces units to think about using the effective weapons against her instead of the usual Brave weapon or SS weapon spam that usually goes on since those will often not be enough to kill with a single mastery from a lesser one like Sol or Astra against her physical bulk.

The unit with the higher base speed will initiate first. (If unit has Shade or Stillness they will always choose who goes first). If both units have the same speed, the unit whose video it is will go first.

For weapons, the unit who is faster chooses the weapon they want the unit they are attacking gets to choose a weapon to counter them with. The unit who attacks first, goes through all the possible weapon combinations and picks whatever situation would give them the best chance at victory. After the initial turn, the only time a unit can change their weapon is on their turn.
