Before Gear Of War, there was Winback. As far as I know, this is the 1st game to have the cover-mechanic (excluding light gun games: Time Crisis. Which the game magazines said this is Metal Gear Solid mixed with Time Crisis).

Your Team: S.C.A.T. (Strategic Covert Action Team) [Sounds like a shitty team, like the one from Sega's Night Trap.] is sent in to the Center For Space Development to stop the firing of the laser satellite that a group of terrorist (Crying Lions) have captured.

There are 31 Stages in this game to get through in 4 different areas. It's about a 6+ hour game, minus the cutscenes. There are bosses that definitely feel like they come from Metal Gear Solid.

I highly recommend this game, aside from Hybrid Heaven, this is the closest you'll get to a Metal Gear Solid game on the N64.
