Biollante's entire moveset from Godzilla: Save the Earth! I tried to include every attack in the video, including ones that lack input bindings. The move names are present in her bundle and are displayed through the in-game message prompts at the bottom of the screen. They are probably not exactly what would have been listed in the game's manual had she been completed, but they're as close to official as we'll get. Contrary to popular belief, Biollante does not have a fully finished moveset. She is missing a lot of moves, many attacks lack inputs, and her rage attack only has an animation and lacks any hitboxes. Her tentacle turrets are also somewhat broken. They crash the game frequently, and she loses control of them if she flinches or performs certain actions. If this happens, they stay underground instead of emerging causing her model to stretch unnaturally. On top of all of that, her moveset is unpolished in many areas, such as her inability to use clubs, her skyward snap acting as a spike instead of an uppercut, and her aerial beam not costing any energy.

A bit of background for those encountering GSTE Biollante for the first time: Biollante was originally intended to appear in Godzilla: Save the Earth as a secret character who would be unlocked upon unlocking all other monsters in the game. She would be accessed by pressing R2 (PS2)/right trigger (XBOX) while Godzilla 2000 is selected in the monster select screen. The reason as to why Biollante was cut from the game isn't entirely clear, but according to Simon Strange in an interview with Toho Kingdom, her final design was not cleared with Toho in time, and the character was perceived as "behind schedule". "I suspect that we didn't push hard enough to get her approved, because some people thought she would be cut - thus they created the situation they expected." Although she was cut from GSTE, she would later appear in the Wii version of Godzilla: Unleashed with a moveset partially inspired by her GSTE counterpart. Sound and texture assets were reused, but her model and animations were redone. The PS2 port of GU contains a single roar for Biollante in the menu sound files, possibly indicating that the developers considered completing her for GU but decided against it.
