A couple of debug programs for Godzilla: Save the Earth, and a third program that I was unable to fully recover. The first is the debug editor which allows you to modify various debug settings. The program appears to be based on an outdated version of the game's debug menu as it is missing the network debug settings found in the debug version of Save the Earth. The debug editor was compiled on March 1st, 2004 whereas the debug version of the game was compiled on November 3rd, 2004 (the same day as the Turf Wars build). The next program is a save editor. Despite being compiled on February 21st, 2004, the save editor seems to generate save data for Destroy All Monsters Melee. It's likely that very early builds of Save the Earth used DAMM save data since there is evidence that early STE builds reused the menus from DAMM. The last program is a particle effect previewer tool. While I was able to recover most of it, the .XTLID section of the executable appears to have been overwritten, so it fails to boot. The tool was compiled on November 5th, 2004 and contained an unreleased screenshot of the asteroid field challenge.
