I made a few changes that seemed to make it more consistent for me. Cleanup is still a big issue though because of getting Lvl 10 Sauda too late.
I got 1:53 with the same strategy but that requires quite a bit of luck.

Build Order:

1) Sauda (close), Free Dart, 000 Tack, r25
2) Ability, r27, 020 Tack,
3) Sell Sauda at $200 for 030 Tack
4) Sell Dart to get 130 Tack a bit cheaper
5) 230 Tack, r39
6) rebuy Sauda
7) 200 Ice r45, ability again

- put Sauda on close only for the ability if you have the time

8) 300 Ice into 320, r49
9) 020 Dartling, 65 at about $3000
10) Dartling to 032 and 042, lock in place
11) 420 Boomer, r68

- use Sauda lvl 3 and Rocket Storm whenever you can!

12) 2 more 420 Boomers
13) 023 Sniper (mainly for r67 fortified Camo Ceramics)
14) 2x 204 Tack
15) 040 into 240 Boomer
16) Rocket Storm again (try to micro it a bit)
17) another 204 Tack
18) Sell everything except the Tacks and Sauda for 250 Boomer
19) Activate Perma Charge
20) Spam Sauda Lvl 10
