This level requires you to think outside the box, literally. Depending on difficulty, you will either start out with 2 or 3 Psycorps Troopers, but it won't make much of a difference. Once you've auto enslaved the IFV, use it to kill the two GIs guarding the Barracks and Battle Lab by your start location. Then use your 'free' psycorps to enslave the Engineers, which you should use to capture the buildings (you'll need a SPY for speed and safety purposes). Use your IFV to kill the soldiers running along the North point of their base, to the east. Also blow a hole in the wall for later. You may now relieve it of it's control (by getting it destroyed). The next task is to enslave the mind of the Sniper in the north east base, followed by the Grizzly once the Sniper has killed the nearby infantry. Use the Grizzly to destroy the Pillboxes, and send both to the south by the Repair Depot. Blow up the Convoy Trucks and claim the crates. Now it's time to act, send your disguised Spy into the Power Plant closest to the hole in the wall you either should have blown up earlier or can blow up now with a Veteran/Elite Grizzly. Use the Sniper to kill the infantry near to the president (in particular the SEALs and Dogs). Once this is done, just mind control him and mission accomplished.
