A game that revolves around making a game. Did those really exist during the 16-bit days? You bet! While there were other games of this kind before it, Dezaemon (or Dezaemon - Kaite Tsukutte Asoberu) for the Super Famicom allows gamers to make their own cool vertical shooter.
