Edit: I just realized, using Raijin LDCA on Lightning is best as it will completely protect against blind or paralysis at 79%
The goal here is to use Lightning and Freya to charge summon meter at the start, then swap Lightning for Cissnei and popping summon to give Ifrit's buff to Cissnei.
Then, do Terra zero turns for the rest of the fight, with Cissnei doing incredible off turn damage.

If you don't have Raijin LDCA use Faris or Caius LDCA
If you don't have Rydia LDCA use Lenna LDCA for Debuff immunity
If you don't have Leo LDCA try Cait Sith LDCA
0:00 Phase 1 (100-79%)
Reset until Freya goes first followed by Lightning.
Freya- Leo base call, AA, AA, Leo LDCA, Jump
Lightning- Caius base call, LD, Caius LDCA, S1, EX, LD, S1, LD, S2, EX, LD, S2, S1, AA, AA, AA
Swap Lightning out for Cissnei
Cissnei- AA, and THEN pop summon.
Summon Mode- Cissnei LD, Terra Meltdown, Cissnei LD, Terra LD, Terra EX, Terra Meltdown
This brings you into phase 2
4:15 Phase 2 (79-49%)
Boss will do Shadow Flare, BRV attack, Deen
If BRV Attack blinds or paralyzes Cissnei, reset the fight.
The rest of this phase is Terra spamming meltdown and LD
5:46 Phase 3 (49-29%)
At 49%, boss will use Pale horse, Heartless Angel and then Shadow Flare. Pray no one dies.
Use Rydia LDCA here then continue LD meltdown spam. Use Terra BT+ when boss is close to 30%.
7:40 Phase 4 (29-0%)
At 29% Boss will do BRV attack, Deen, and Pale Horse. Nothing will hit you due to Rydia LDCA.
Bring boss as close as possible to 20%, 21-22% is fine also.
Pop BT mode and kill boss within BT mode to bypass Heartless Angel+
