PS4 renders at a resolution of 1280x720 and seems to use FSR 2 to reconstruct a 1920x1080 resolution.
Xbox One S uses a dynamic resolution with the highest rendering resolution found being 1280x720 and the lowest resolution found being approximately 1120x630. Xbox One S seems to use FSR 2 to reconstruct a 1920x1080 resolution. Xbox One S appears to often render internally at 1280x720.
PS4 Pro and Xbox One X render at a resolution of 1506x847 and seem to use FSR 2 to reconstruct a 2560x1440 resolution.

When running the PS4 using an SSD the drop to 0fps at 4:01 didn't happen https://youtu.be/iY9LwjGzX2w Given this, the hard drive performance of each console may influence how the game runs during this scene. There was also some run-to-run variance during the clip at 4:01 on all four consoles.
