Condition reaper has a lot to offer in terms of boon and condition control (such as for fractals) and party sustain. Plus, they have the ability to cleave down huge groups of mobs through the use of Epidemic and can maintain 50% projectile block on their own.

A melee build can do competitive damage, and a predominantly scepter build is a reasonable choice for dedicated ranged DPS (such as for some raid bosses).
