This is a Japanese exclusive never released outside of Japan named Dragon Ball Z: Budokai 2 V - it was a reward in a competition in the weekly SHONEN JUMP-magazine/Manga over in Japan.

Shonen Jump is a manga which includes a bunch of chapters from different manga series, usually the most popular manga's at the moment - only the best ones are in the Shonen Jump magazine.

DBZ B2V is a rare Japan-only release which added unique features to the game such as more skins for some characters like Piccolo, Adult Gohan, Frieza and Cell - Frieza has a skin which is a new unique character. It also had every character unlocked from the start of the game, it's entirely in Japanese language - both the written and the spoken - and it probably has other changes too. It's still using the cardboard story mode and you do not start with every skill so it's still required to play it to get all the ultimate moves.

This version of Dragon Ball Z Budokai 2 was released in February 2004 three months after the official game.

I'm of course testing a rom for it available on the internet as only a handful of people did win this game in dvd-format.
