FIRST OFF: IT IS COMPLETELY NORMAL IN DUKE NUKEM TOTAL MELTDOWN FOR KEEP REPEATING "HEHEHE, WHAT A MESS!" ON CERTAIN MAPS, AND E2L3 IS ONE OF THEM.
This is Duke Nukem Total Meltdown TC E2L3: Warp Factor - done with all kills and secrets on CGS.
Warp Factor is the third level of Lunar Apocalypse and it introduces 2 new enemies, one of which you are probably already familiar with; Mini-Battlelord.
Mini-Battlelords behave as their boss counterparts, in case of Duke Nukem Total Meltdown, this can be said literally, as they come in same shape and size as the main boss of Episode 1: L.A Meltdown. The Mini-Battlelords never fall "asleep" in this game, which makes this particular encounter way more difficult than on PC, where he usually falls "asleep" after a while, instead of being right in your face the minute you two share the same space. Mini-Battlelords will appear regularly from this map onward, and yes, they do appear regularly on Episodes 3 and 4 too.
The other new enemy type is Assault Commander. He fires rockets from his "rear port (as the manual says). Assault Commanders don't make any sounds in this game, which makes them more dangerous, because they can surprise you without a warning.
Warp Factor itself is a reference to Star Trek, and both of the secrets here make that pretty clear too.
