This basics video tutorial shows you how to make a bullet time/slow motion effect in GameMaker Studio the easy way.

This effect started being very popular with the game Max Payne and is now an well refined standard in the gaming industry. Bullet time or slow time actually is basically an illusion of slowed time perceived by the player.

So how can you implement such a thing in your game? Easy, you simply need to have an controller object that toggles it of and on plus a value that applies this effect. To make it noticible, you need to apply the appeared change to the inbuild animation speed, speed or other means of movement of npcs, gui elements or the player. Additionally you can slow the speed down of you audio/music to make the effect more tangible.
