This video highlights the usage of the Spin Dash and compares it's efficiency before version update 1.1.5 and after

The Spin Dash is a technique that let's you push your Max Speed via Spin Bumps from players who try to overtake you.
When you hear a player boosting behind you while both of you head into a straight, try to travel with them by spinning and taking their line. Hit them and it should raise the numbers on your Speedometer. Looking at the map also helps with lining up with the dots/players.
While this number might not always be true (during the Spin Bumps you might not actually travel faster than usually), you can make use of it by activating a Boost. The Boost will turn that number into your actual Speed.

Before Version 1.1.5 it was possible to reach 999 km/h. But with Version 1.1.5 comes a cap for Spin Bumps. 650 km/h is now the fastest you can get with Spin Bumps. This number won't get any higher. Combined with a Boost you can still make use of a faster Boost than your regular one.

The moment the Speed caps out at 650 km/h is now the moment you should activate the Boost.

While spinning and hitting the player behind you, you will notice that steering feels very stiff, which is why you'd rather do that on straights.

Not only boosting opponents can bring that Speedometer up to 650 km/h, but also players using a Dash-Plate, or being pushed from others behind. If you end up spinning into another spinning player, chances are even higher that your Speedometer jumps up in numbers quickly. Though the new limit of 650 km/h can't be broken
