I was working on this for some time, and now that I am far enough, I guess I can start posting it.

Rules :
-All characters growths are set to 0% : also, I will not use the Afa's drop
-A decent reliability : I will try to give an estimate Chance of Success for each chapter
-Hector Hard Mode (HHM) all chapters : we don't want to go to Lyn mode because it's boring and it makes Hector's mode less reliable due to lower stats on some characters
-Recruiting and keep alive every character : basically it makes things easier to plan (seriously, we don't want to skip Harken)
-Lowest turn count under the previous conditions

I set the tactician birth month to february to give him an Ice affinity. With this, every unit with the Ice affinity will gain a small bonus on Accuracy, Avoir and Critical evade (the bonus is 0% at the beginning of the game, and should go up to around 6% by late game). A lot of important characters have the Ice affinity (Marcus, Raven, Nils/Ninian, Pent). Other possible choices for the tactician affinity would have been Anima (Oswin, Canas, Farina, Athos) or Thunder (Hector, Bartre, Heath), but in the end the choice is of little importance.

Chapter 11 (6 turns) :

The game starts with only 2 units. Hector is the lord, and while his stats are decent with 7 Str and 8 Def, his 5 Spd and axe-locked class will quickly make him a bad unit. Mattew is a Thief, and that's pretty much all there is to say about him, due to his poor 4 Str.

With only two characters, there is little room for strategy. Hector rush to the boss and he must dodge 2 of the 3 attack throw at him by the soldier and the boss in order to survive (alternatively, Hector can also OHKO the boss with a 4% crit).

Overall Chance of Success (CoS) : ~19%

Chapter 12 (4 turns) :

8 new units. Among them, there is Marcus, a 8 move Paladin who will be unrivalled for the first half of the game with his 15 Str and 11 Spd. The Knight Oswin starts close to Hector, and his low 5 Spd is compensated by his 13 Str and 13 Def, making his an iron fortress for quite some time. Serra is a Cleric with low defensive stats, and her role can be resumed as a Staves bot.

Finally there is the lv2 Fighter Bartre with his 3 Spd and poor stats beside HP and Str. Why do I even care about

someone who will be doubled by most of the enemies in the game ? Well, in chapter 31x, in order to recruit Karla, Bartre must be a level 5 or more Warior. So in order to recruit her, I must somehow give 1300 Exp to Bartre, which means I will have to deploy him from time to time to get this Exp.

Most of the unreliability on this chapter comes from to the poor accuracy of Hand Axe!Hector when he is not facing a lance. Anyway at this point of the game Hector must fight to kill all these enemies so it isn't so bad.

Overall CoS : 15~20%
