I was having some issues with this fight, He start s with every single buff and can apply every single debuff to both characters in a single move. You really can't fight him normal, you have to have a sentinel out at all times. Noel is the better Sentinel so that's his entire job.

Serah's job is to build stagger and deal damage. We want her to distance herself from Noel so she's out of the range of Ugallu's physical attacks which kind of hit in an area. So we need to use Fire/Blizzard mostly and then switch to Com only using Ruin.

You can see towards the start of the video, I still don't really have much clue as to what I'm doing, but the further we go into the video, I start to figure things out and find my groove.
