You get the bad ending when 8 countries leave the council. This is done on normal difficulty because on easy you don't build up panic fast enough, and on higher difficulties the first mission would have more than 4 aliens, which would take too long to kill.
The first map has to be the truck stop. It is a map that has both pods very close to the spawn, and the big trucks let you get into grenade range without actually spotting them.
The pier might be a close second to this map, as it too has close contacts, but you have to spot them before you can attack them. The demolition map lets you take out one pod without triggering it, but not the other. All other maps are instant resets.
The second part of the run is just about how fast you can ignore all the missions and popups while scanning. Sub 2 minutes is definitely possible, I made some unfortunate mistakes that cost me a few seconds.
