You have to put the file in "Forza motorsport 4 DVD1\Media\tracks\Nurburgring\" in your Xbox 360 RGH but first rename the original "TrackSettings.xml" (e.g. TrackSettings.xmorig).
This is the cockpit view of my "cloudy mod" in Nurburgring circuit.
Please, note that FM4 is in "Hot Lap" modality, where Anti Aliasing is 4x instead of 2x during the race against other cars. This improve graphics a lot.
