This is PGR4 that reaches peak of 60 fps on a real Xbox 360, and generally is smoother than original. This introduces a bit of tearing effect, but it is acceptable. As you can see, some tracks are too heavy (eg. London), so the framerate lowers.
I've applied the Xenia patch and modified other things in the hex code. It is gorgeous now (it was already, but at 60 fps is really better). Watch it on big screen to catch the 60 fps.

To get the unlocked framerate you have to:
1. You need a RGH modded Xbox 360
2. Take the defaul.xex in your PGR4 folder on the xbox 360, copy and paste it in your PC to uncompress/decrypt it with xextool (follow my tutorial for the decrypting/uncompressing part, here https://youtu.be/W26KD-mntEY)
3. Open the decrypted/uncompressed file in HxD
4. Search for these location (ctrl+G) 6987EC (826957EC on Ghidra/Peel Poker, starting from 82000000 and offset FFFFFF) and change the values 81 5F 35 0C to 39 40 00 00. If you don't find it, probably you haven't uncompress/decrypted the file correclty or you have a PAL or NTSC version or title updated (TU) xex. In this case, in HxD try to search for 55 4A 04 E6 7D 4A 4A 14 61 4A 00 02 95 4B 00 04 94 CB 00 04 94 AB 00 04 94 8B 00 04 81 5F 35 0C 28 0A 00 00 41 82 00 40 2B 0A 00 01 41 9A 00 38, remebering to select "Hex-Values" and change 81 5F 35 0C to 39 40 00 00.
Second, even if they probably are not necessary, change the values 39 40 00 02 at location 69882C (four rows below the above mentioned locations) to 39 40 00 01 (so 02 to 01) and, at the location 69883C (the row below), change 81 41 00 50 to 39 40 00 01.
To turn off the motion blur, search for 9ACA9F (829A9A9F on Ghidra/Peek Poker) and change 01 to 00. If you don't find it, probably you haven't uncompress/decrypted the file correclty or you have a PAL or NTSC version or title updated (TU) xex, try to search for 91 61 00 6C 91 61 00 68 91 61 00 64 39 61 00 64 93 E1 00 88 3B E1 00 68 91 61 00 90 39 60 00 01 93 E1 00 8C 99 61 00 60 4B 8C D3 01 3D 60 82 23 and change the only 00 01 to 00 00.
Lastly, to turn off the vsync, go to 698874 (82695874 on Ghidra/Peek Poker) and change 40 9A to 40 10. If you don't find it, probably you haven't uncompress/decrypted the file correclty or you have a PAL or NTSC version or title updated (TU) xex, try to search for 7D 64 5B 78 7F E3 FB 78 48 00 33 E1 7C 6B 1B 78 2B 1C 00 00 40 9A 00 48 97 CB 00 04 39 40 00 13 38 E0 00 00 38 C0 01 00 95 4B 00 04 81 5F 2A 94 and change the only 40 9A to 40 10.
5. Save the modded file as you wish (ex. PGR4_60fps.xex)
6. Copy this file in your folder on the Xbox 360, then start it by file manager or rename in default.xex (after renamed the original one) to start it from the cover in your dashboard
