Xbox Series S has 2 graphics modes:
Quality Mode (30 FPS Locked)
Performance Mode (60 FPS Locked)
The Xbox Series S seems to deliver good visuals, not sure how it compares to PC, but I believe it's probably something in between around low-Medium without any form of RT.
Speaking of RT, the turn10 seems to have focused their artistic decisions based on the RT usage, since the Series X does look much better due to it's RTAO implementation, something that is not available in any single mode of the Series S, still it's a good upgrade over the classic game.
I would never consider the quality mode for this type of game, and by default the game also uses the performance mode.
Keep in mind that menus and replays or anything not related with the gameplay parts of racing are always locked to 30 FPS even in the Performance Mode, so just stick with the Performance mode.
