Turns out not only the Gambling Exterior area has one of these stones, but the interior has one as well! It requires a bit more work to access since there's no open holes to use debug tools to levitate out, so you need to break out another way. Thankfully there's a trick similar to how Glover 1 speedrunners break into locked levels, and with that you can get access to the rock down below.

Because it lacks collision, it's more than likely it was meant to get culled up by something...except nothing in the interior is capable of doing it. While you can take it out of the room, it's likely that the game will just outright crash like it did to me in the video.
