Here, Mel was a friend of Vlad Glebov in Comrades Bar, usually seen in the cutscenes for Vlad's storyline missions. Mel is unlocked as a random character encounter after the storyline mission "Escuela of the Streets", located a street north of the Russian Shop in Hove Beach, available for 24 hours in-game time.
Mel encounters Niko. He appears to be sober and claims he's cleaning up his life by cutting the drinking addiction. However, he needs to pay back some guys from his drinking days, so Niko agrees to go with him. He drives Mel to an alleyway east of Outlook Park. The argument from the men Mel owes money to turns south, so they try to kill him. Niko successfully defends him by killing the attackers. He drives Mel back to the location they met, and Mel thanks him by giving him $500, never to be seen again.
