Requirements:
You must be dating Allen.

First, you should get his heart color to drop to purple or black (see bottom of description for methods on doing that).

Second, ignore Allen. Do not speak to him. Do not gift him. Don't attend festivals because this will raise his FP and counts as speaking to him. I don't think that getting a haircut counts as talking to him, but I'm not sure. You have to ignore him for at least 31 days.

Third, after the 31 days are up, if you are sure his heart color is at purple or black... On a non-festival (sunny?) Saturday or Sunday, walk to the second floor of his house. The break up scene should trigger if you've met the requirements.

Note:
Triggering the break up scene gives your boy/girlfriend 5 Anger Points (AP). You can get AP with your boy/girlfriend or spouse from things like ignoring them or showing the ring/feather to someone else. If you get 5 AP with them, they will spend the next day in bed "sick". They will be better the next day and their AP level will reset to 0. This is why Allen was in bed after choosing to breaking up or choosing to stay together.

Also, you can get back together with someone after breaking up. You have to raise their heart back to red, give them 10 of their favorite gift, wait at least 63 days since breaking up... and then give them the ring again.

To make his heart color drop, there are several methods. This is a very tl;dr sort of thing, sorry. But I want to make sure it's detailed enough to help people if they need help. Hopefully it's not so detailed that it makes no sense whatsoever.

Method 1:

This is the easiest way to lower your boy/girlfriend or spouse's heart color.

1. Buy a ring and/or feather if you don't have one already.
2. Show the ring and/or feather to ANY villager.
3. Speak to your boyfriend once to trigger a dialogue that lowers his FP by 2000 points. If you had shown both the ring and feather to someone, speak to him a second time to trigger another dialogue that lowers his FP by another 2000 points.
4. Repeat steps 2 and 3 until his heart is at purple.

Note that in this method, the 2000 FP is a set amount that you lose when you trigger the "you tried to give a ring/feather to someone else?" dialogue. You will lose 2000 FP regardless of whether you show the ring to one person or ten people before speaking to him. So only show it to ONE person, then speak to him to save time. Showing both the ring and feather to someone results in two different dialogues for a total of 4000 FP loss, so it is faster to show both of them once to a villager.

Note that this also raises his AP, so if you show the ring/feather to enough people, he will be in bed "sick" the next day. If you still need to lower his FP some, you'll have to wait another day.

Method 2:

If his heart turned blue not long ago, just ignore him. Do not speak to him and do not go to festivals. His FP will drop the longer you ignore him. But ONLY do this if you think his heart is close to purple anyway because otherwise, it will take longer in the second step.

Method 3:

Give him gifts that he hates or preferably, give him his horror gift (look at UNoT's guide here for gifts that give negative FP: http://fogu.com/hm11/marriage/allen.php).

Note that giving him the gift counts as talking (which is +100 FP), so give him the -500 FP or -800 FP gifts. If you give him -300 gifts, you're only losing -200 FP.

So this method is only recommended if he is at a lower heart level (like a higher blue). If he's at higher colors, it will take a long time.

Method 4:

Littering. Note that you lose -1000 FP with EVERY person in the village each time you litter. If Allen is at red heart and you want to get him down to purple, you're throwing enough in the river to make him lose about 40,000 FP. And every villager will also lose 40,000 FP. So essentially, you're resetting your FP with every single villager. So only do this if you really don't care about anyone's FP level because it will take a long time to get FP levels back up with everyone.

If you don't know what littering is, it's throwing something into the river in the River area. Throwing things in the river on your farm is pointless because you only lose FP with family members (and if you're trying to break up with someone, you don't have a family). Just throwing things on the ground does NOT count as littering.
