Looks like our trip to an Oceanic Planet is a literal wipe out! While attempting to explore one of these normally Hylotl-inhabited worlds a bit more thoroughly by using various vehicles ( two submarines and a boat), hijinks abounded! Colonization potential is below.

Oceanic Planets are slightly higher tier than Forest Planets, found as quickly as your first Temperate Star. These worlds are between 70-85% water “blocks”, with most of the land either underwater or in sparse amounts in islands on the surface. Sand and silt are major blocks here. This is the first planet that you can find underwater crops (Coralcreep and Reefpod), and you can also find Coconuts and Bananas on the surface. The deeper you go, the larger fish will be, providing you a chance to snag some Raw Fish -- if you don’t get eaten first! So make sure to bring a good long-range weapon and a breathing EPP with a light augment if you want to really explore!

Also, oceans come at different depths. Smaller planets might even have parts of underwater Hylotl complexes and even kelp breaking the surface. You also won’t have much help from crew members as they won’t appear underwater, so you’re on your own if you want to fight high-powered enemies in Underwater Ruins. This goes double for the larger deep-sea fish and the enemies that crawl along the seabed.

There aren’t a lot of ore deposits even on the larger planets, so mining out the islands on the surface isn’t advisable. If you do want to search for ore, try it on the ocean floor.

Now, ARE ocean worlds colonizable? Yes! If you have plenty of solid blocks, adding onto islands is very easy. And, if you have the right equipment, you are more than welcome to try making your own underwater city. It might take a while, but it is certainly doable -- especially if you terraform the planet to get rid of the dangerous underwater enemies!
