In Part 4, we bring Hiroshige back from the brink, but it is clear that there has to be a better way to make cities. To depend on making processors when you have neither alloy nor plastic resources (both of which are expensive and needed to make them) is not such a wise course. Yes, we make a profit, but only at the price of a madly fluctuating money supply as we buy alloy (driving us to near bankruptcy) and then sell processors (bringing us back again to prosperity). There has to be a better way, and with this in mind we embark on a new city in which we try to apply what we've learned.

Although from the initial layout of that new city, it will appear that we have simply gone insane. Hiroshige has pushed us over the brink at last.
