A big city needs a big network of suppliers, and in the case of Hiroshige Overlook this means suppliers for alloy and plastic. Both of which require cities in the region that are extensively developed over a long period of time to be able to produce just such a product (this is why SimCity 2013 is properly a multiplayer game, any city when it reaches a certain size just needs other cities to supply them with the varied shite of a modern industrial urban society).
