Yes, we are going to set up infrastructure for a holiday industry on Minmus. We already have the Minmus Refueling and Fun Station, otherwise known as the Hotel Minmus, set up on the green moon's surface, to mine ore and refuel the Minmus Shuttle, also at the start of the episode landed on Minmus, so it can carry tourists from Kerbin to Minmus and back again. A partially reusable launcher (featured in the next episode) will launch tourists up to orbit, whereupon the shuttle will pick them up and launch them towards Minmus to land and begin their vacation.
All of which depends on whether the shuttle has enough fuel to complete the round trip, otherwise the tourists will be spending their vacation somewhere in high Kerbin orbit, potentially forever.
