To restore default settings in safe mode on your PS5, follow these steps:

Turn off your PS5 console by pressing and holding the power button until it beeps twice.

Connect your DualSense controller to the console using a USB cable.
Press and hold the power button again until you hear a second beep, then release it.

The console will boot into Safe Mode. Select “Restore Default Settings” from the menu using the D-pad on your controller and press the X button to confirm.

Wait for the process to complete. This will reset your PS5 console to its factory settings, but it won’t delete any content on your console storage such as games, apps, screenshots, video clips, and saved data.
