Here we have one of those infamous things Star Trek does that makes it extra-Star Trek with a side of moral pontificating.

The base is something seen rather often. We found a thing! The twist THIS time is that the ship that actually found it blows up before Enterprise can figure out what's going on. Oh and the same thing happens to Enterprise... and some random Romulans.

It's a neat thing for an investigation based story. you don't need to make it Iconian, but logically Iconians probably had numerous bases on thousands of worlds. did their enemies kill them ALL? But there's so many non-Iconian examples of this, already you could make a new one. Maybe crap used by one of the races that overthrew the Iconians?
